This Level Crossing Safety Research and Innovation Project grant opportunity is part of the Regional Australia Level Crossing Safety Program.

The objectives of this grant opportunity are to:

  • support the research and investigation of new technologies and approaches to improve level crossing safety, particularly lower-cost technologies and those that are suited to regional areas;
  • support the risk assessment, trial and/or introduction into use of innovative and/or lower cost level crossing safety improvements and improvements to train visibility at level crossings. This may include activities to evaluate the reliability of a technology, consider its effectiveness at  addressing risks and consider any unintended consequences and how to mitigate against them; and
  • provide a sound evidence base to support future decision-making around level crossings, such as understanding human behaviour around level crossings and drivers of behavioural change in order to better target safety treatments and other interventions.

The intended outcomes of the grant opportunity include:

  • a greater range of lower cost options being available for stakeholders including state and territory governments, rail infrastructure managers, road managers and rolling stock operators, to adopt to manage level crossing safety in regional areas;
  • the safe functioning of the integrated road-rail system into the future; and
  • providing publicly available information about the most effective strategies to improve level crossing safety.

First Nations peoples bear a higher burden of road trauma, and are nearly three times more likely to die in road crashes than other Australians. In line with governments’ commitment to the National Agreement on Closing the Gap, the Australian Government will create partnerships with First Nations peoples, communities and organisations to jointly develop culturally appropriate countermeasures to close the gap for First Nations peoples by improving road safety outcomes.

This grant opportunity is open January 2024 to March 2024 to allow the department time to build trusted relationships with First Nations organisations and communities to co-design a culturally appropriate national approach to community-led road safety initiatives.

The aim of this funding stream is to fund projects that will deliver local solutions for First Nations communities, and also support culturally relevant road safety messaging. Activities could include, but are not limited to, improving access to culturally appropriate road safety education, young driver training activities, support for First Nations peoples to obtain a driver’s licence, community group activities that improve road safety outcomes or education campaigns with relevant road
safety messages. Subject to consultation, the government intends these projects will:

  • ▪ improve access to road safety education and awareness for First Nations peoples
  • ▪ assist government to understand road safety priorities in First Nations communities and tailor solutions to match.

Research is vital to progress the development of new approaches, to pilot and trial real-world new concepts, test innovative ideas and develop best practice models and guidelines. There is also a critical need to improve national road safety data, and strengthen the evidence base for decisions on the most efficient and effective ways to deliver better road safety outcomes.

The aim of this funding stream is to:

  • ▪ fund projects that will extend or develop national road safety research and data capabilities.
  • ▪ collate new, or analyse existing data to identify emerging trends in fatal or serious injury crash causation, types of crashes, vehicle types in crashes or any other innovative uses of data that could lead to a reduction in fatalities or serious injuries nationally.
  • ▪ examine and conduct research into fatal and serious injury crash causation and/or prevention methods to lead to a reduction in fatalities and serious injuries.


The intended outcomes of this funding stream are:

  • ▪ improved understanding of emerging and ongoing road safety issues in Australia.
  • ▪ provide an evidence-base for future road safety policy and investments.

The road safety environment is evolving. New and emerging technologies, such as Connected and Automated Vehicles (CAVs) have the potential to improve transport safety, productivity, accessibility and sustainability. Other developments, such as the emergence and rapid take-up of personal mobility devices such as e-scooters introduce alternate ways to travel, and increase options for multi-modal transport. However, these advancements are also increasing the complexity of the road safety landscape, particularly in how they use and interact with the road and other road users.

The Australian Government is committed to supporting the continued development of new road safety technologies, as well as innovative solutions that meet the road safety challenges arising from new technologies, and overcome human fallibility.

The aim of this funding stream is to:

  • ▪ examine and conduct research into the effectiveness of new road and vehicle safety technologies.
  • ▪ fund projects to deliver new road safety technologies, innovations or initiatives.

The intended outcomes of this funding stream are:

  • ▪ advancements in technologies, innovations or initiatives that lead to a reduction of fatalities or serious injuries on our roads nationally.
  • ▪ developments in road and vehicle safety technologies and initiatives specific to the Australian context.

Any outcomes of this grant funding will be reported in the National Road Safety Annual Report delivered in the fourth quarter annually.

The On Farm Connectivity Program (the program) will run over 2 years from 2023-24 to 2024-25. The program is an election commitment announced as part of Labor’s Plan for a Better Future. This program forms part of the Better Connectivity for Rural and Regional Australia Plan (Better Connectivity Plan) and assists primary producers to take advantage of digital agribusiness solutions to boost productivity and improve safety.

The objectives of the program are:

  • extend digital connectivity and take advantage of advanced farming technology
  • enhance a primary producers’ capacity to implement digital agribusiness solutions through improved connectivity
  • capitalise on the agricultural sector’s potential for increased productivity and growth
  • support access to new communications equipment by offsetting some of the cost.

The intended outcomes of the program are:

  • increased investment in equipment to support operations of the agricultural sector
  • increased efficiency, competitiveness, productivity and profitability of the agricultural sector
  • improved safety on farm
  • increased use of advanced farming technology
  • improved knowledge of advanced farming technology and digital literacy.

Eligible Primary Producers can only access the program (and rebate) through an Eligible Equipment Supplier.

The Regional Precincts and Partnerships Program seeks to deliver transformative investment in regional, rural and remote Australia based on the principles of unifying regional places, growing their economies and serving their communities.

The program will focus on a partnership approach, bringing together governments and communities to deliver regional precincts that are tailored to local needs and have a shared vision in how that precinct connects to the region.

This grant opportunity is part of the regional Precincts and Partnerships Program.

The Precinct Delivery grant opportunity provides funding to deliver one or more elements of a precinct. This could include enabling public infrastructure (roads, pathways, underground infrastructure), open spaces between elements, or a particular building/s that is the catalyst for, or complements, other investment within a precinct.

For Stream Two, the project is considered to be one or more elements of a precinct. This grant opportunity will provide funding for the delivery of projects, rather than entire precincts. This contrasts with Stream One, where the project is considered to be the planning and development of the whole precinct.

Partnerships are essential to the program, which has a focus on bringing together all interested parties to collaboratively plan or deliver precinct proposals. These partnerships are intended to be conglomerates of relevant entities as well as other local stakeholders, including but not limited to:

  • State and Territory government
  • Local government
  • Regional universities
  • Not-for-profit entities
  • First Nations groups
  • Regional Development Australia committees
  • Community organisations
  • Private enterprise
  • Australian government agencies that have policy/program interests or responsibilities.

For Stream One, the project is considered to be a plan for the entire precinct, even if you are only considering future investment in one element of the precinct. This contrasts with Stream Two, where the project is one or more elements of a precinct.

The objective of the grant opportunity is to activate partnerships to jointly deliver precinct plans.

The intended outcomes of the grant opportunity are to:

  • establish partnerships comprised of relevant government entities, community organisations and businesses that have a shared vision for a regional precinct
  • deliver precinct plans that are tailored to their local contexts and based on community feedback and engagement
  • support precinct plans to become investment ready.

Partnerships are essential to the program, which has a focus on bringing together all interested parties to collaboratively plan or deliver precinct proposals. These partnerships are intended to be conglomerates of relevant entities as well as other local stakeholders, including but not limited to:

The purpose of the LRCI Program is to support local councils to deliver priority local road and community infrastructure projects across the nation, supporting jobs and delivering benefits to local communities.

Phase 4 of the LRCI Program will open from 1 July 2023 and Grant Agreements will be sent to eligible Funding Recipients for review and signature. Once the Grant Agreements have been returned and executed by the Department, councils will be invited to submit project nominations via a work schedule to the department.

From 1 July 2023, the eligible construction time period (ECTP) commences. Project construction can only begin once Project Nominations are approved by the Department. Projects are required to be physically completed by 30 June 2025.

Phase 4 of the LRCI Program continues to be a temporary, targeted measure supporting local infrastructure, jobs, firms, and procurement. As with the earlier Phases of the LRCI Program, Eligible Funding Recipients can select a broad range of projects to fund so that communities can continue to be provided with the infrastructure they require. It is expected that Eligible Funding Recipients will use local businesses and workforces to deliver projects wherever possible to ensure direct benefits to local communities.

Only Eligible Funding Recipients are able to participate in Phase 4 of the LRCI Program.

Eligible Funding Recipients will receive a letter of offer to participate in Phase 4 of the LRCI Program:

  • Where eligibility for the Part A $500 million component is met, the letter of offer will include reference to this separate funding amount.
  • Where eligibility for the Part B $250 million component is met, the letter of offer will include reference to this separate funding amount.

The Eligible Funding Recipients have been selected for this grant opportunity as the intention is to fund local communities directly. A list of funding recipients, and their funding allocations is available on the Department’s website here.

Road crashes are a major cost to Australians every year. Black Spot projects target those road locations where crashes are occurring. By funding measures such as traffic signals and roundabouts at dangerous locations, the programme reduces the risk of crashes. Programmes of this sort are very effective, saving the community many times the cost of the relatively minor road improvements that are implemented

The Black Spot Programme makes an important contribution in reducing the national road toll under the National Road Safety Strategy and Action Plan.

The Australian Government has committed $500 million to the Black Spot Programme from 2014-15 to 2018-19, which includes an additional $200 million over two years from 2015-16 under the Infrastructure Growth Package to improve road safety across the nation.

The Government has announced changes to the programme’s eligibility criteria for 2015-16 and 2016-17 aimed at assisting local communities to compete for this additional funding over the next two years.

Under the new criteria, the minimum Benefit Cost Ratio for proposals has been reduced from 2:1 to 1:1. In addition, the minimum crash history of sites has been reduced from 3 to 2 casualty crashes over five years or 0.13 casualty crashes per kilometre per year over 5 years.

The criteria has also been amended to allow more funding for the proactive treatment of unsafe roads. Consultative Panels will able to allocate up to 40% of funding to sites on the basis of a road safety audit.

The Government has also guaranteed that at least 50 per cent of funding provided over the next two years will be dedicated to fixing roads in regional Australia.

The objective of the program is to incentivise voluntary uptake of ADS-B equipment in Australian registered aircraft operating under Visual Flight Rules (VFR) to improve safety and efficiency for Australian airspace users.

The intended outcome of the program is improved safety and efficiency of Australian airspace, through extension of ADS-B technology to the Australian VFR aircraft fleet to provide:

  • better situational awareness for pilots through improved electronic visibility of nearby airborne VFR aircraft
  • enhanced search and rescue capabilities through improved air traffic information
  • air traffic controllers with additional and accurate automated aircraft position information of VFR aircraft

The program funds two classes of eligible ADS-B equipment (see Appendix A):

  • installed ADS-B equipment that air traffic controllers can use for aircraft separation purposes (referred to as ADS-B), or
  • portable ADS-B equipment for local electronic traffic information purposes (referred to as ADS-B EC).

The grant amount will be up to 50 per cent of eligible project expenditure (grant percentage). The maximum grant amount is $5,000 per eligible aircraft. Only one grant per aircraft and per device is permitted. You can apply for multiple grants if you own more than one eligible aircraft. A grant may be made for each eligible aircraft for an ADS-B or an ADS-B EC, but not both
